The most effective way to stop this activity is to ban it entirely with a specified progressive disciplinary process that includes termination. The only problem with this approach is that this will also prohibit the school-based fundraisers that every parent is familiar with. If you don’t mind being considered a hard-nosed Grinch, this will work.
Another approach is to address this as a performance issue. Ignore the selling altogether and focus on the reduced performance caused by the selling activities. This will require a constant vigilance and documentation but writing up a couple of workers will be effective.
Hope that helps you out. =)
