One of our managers makes no secret of playing favorites when assigning work hours. Is this a problem?

It may be surprising but favoritism is legal in most cases. It will certainly cause workplace friction and dissatisfaction and is not a good practice but it is legal. This favoritism become very illegal when it is (or appears to be) based on gender, pregnancy, religion, age…etc. Favoritism is very poor management and indicates unprofessional behavior by the manager. But, it is legal. If a manager is friends with Bob and gives Bob more hours than Jon (Bob and Jon are same age, race…etc) it is legal.
